Misconception with newest chapter.

It seems like most peops think that Hashi was the one who caused the room to shake. However, to me it appeared more as a small tug o war between Hashi and Tobi with Tobi being the instigator. We know that Tobirama has the ability to not only manipulate water but create it and powerful suiting jutstu with just one hand (and as we see here,) one finger hand signs. Hashish side comes in when the wooden floors begin to rise.
Another reason I believe Tobirama was the one who initially started the quake was because both Suigetsu and the 3rd and 4th call out to the second to calm down or acknowledge his strength at the site of it.
Of course I could be wrong but I don't think so.

This is a good point and I think you may be right after reading the chapter again. At first I that what now appears to be dust, to me, represented water
