Sasuke had 9 bijuu while Madara had 9 bijuu+Six Paths Senjutsu(world power).
Hagaromo has already stated that Madara came close to his power and Reached Kaguya when he unlocked Sharinnegan.

Sasuke surpassed Madara in ideology toward the end of Vote2. As for being on par with JJ Madara, eh, it did take him and Naruto just to combat against CT and limbo, I would'nt go that far.

read the manga. attacks containing rikudous chakra can harm limbo as sasuke stated hence he said he would use it when he made his chidori black. guess who has rikudous chakra? sasuke. guess what soosano is? thats right, the users chakra manifestation meaning its being powered by the rikudous chakra sasuke has, same chakra in attacks that can harm limbo. narutos clones were fighting them with what? taijutsu? rikudou v3 soosano rapes and carves them part, like i said non factor.

Sasuke during his prime has rikudou's chakra + Rinnegan , hence Sasuke has surpassed Madara Uchiha.
