Some people seem to believe that these 10 tails jinchuurikis use the Deva Path to fly. This is wrong. It should be fairly obvious that simply becoming the juubi jinchuuriki alone lets you fly. My evidence:
1. Hagoromo Ootsutsuki could fly.
2. Obito never ever flew until he became the 10 tails jinchuuriki.
3. The same deal goes for Madara.
Now people who believe in the Deva path flight theory might say that all the people that I just listed have rinnegan. That is true, but think about something:
Obito had rinnegan long before he became the 10 tails jinchuuriki. Despite this, he hardly ever used the rinnegan and he never used the Deva path! Why then, would he suddenly start using it to fly when he became the 10 tails jinchuuriki when he has never expressed much interest in even using the rinnegan and when he has never seemingly had a need to be able to fly in the first place?
Madara is pretty much the same way. Madara didn't use the rinnegan that much either before becoming the 10 tails jinchuuriki. Yet we know he had access to the Deva path because he used rimbo hengoku, he pulled down the meteors and he held Sasuke in place. He had plenty of access to the Deva path and chakara clearly wasn't an issue for him. Yet he did not fly at all before becoming the 10 tails jinchuuriki.
For these two to suddenly start using the Deva path to fly after becoming the 10 tails jinchuuriki makes no sense! Note that they both started to fly as soon as they became the jinchuuriki. Also note that Obito stopped flying after the bijuus were taken from him.
Finally, lets take Hagoromo into account. When Hagoromo met Naruto and Sasuke, he was floating. Why would he have needed to be using the rinnegan in that setting? It's not like he was in a battle. He could have just stood on the ground or sat down.
Now this is not to say that the rinnegan can't let you fly (as Pain levitated), but under the circumstances that I have listed, it is a lot more feasible that those who obtain the powers of the rikudou gain the ability to fly.
