His Shunshin was hyped to on V2 tier alone, which puts him in a tier of his own when you combine that kind of foot speed with FTG and it's varying versatility. Bee was never shown to be faster than V2 Ay. Minato > Ay > Bee in terms of speed. This isn't debatable.

I think people are misunderstanding my post. Bee's speed is too fast for Minato's reactions, not his teleportation. But also, Bee is faster than V2 Ay. Here is why:
