Wrong. :| for rinnegan u need Ashura and Indra's chakra the two incarnations had half of Hago's chakra each.
As proof Obito never awakened rinnegan even though he had Senju and Uchiha power.

Now I haven't watched the movie, but from what I heard Toneri had to sync with the altar to get the filler eyes

EDIT: Also, if Hagoromo/ Hamura given chakra could be inherited Sarada would be on Indra's level which ain't happenin :|
