This Mini Juubi is the one that decided to save "these ones" , if the guy was the leader , Mini Juubi would probably have said "I'll save Akatsuki-sama" or something like that , but not "these ones" , that sounds more like "these 2 fodders of my fodder collection" than "my master and his right hand".
The fact that he uses "these ones" seems to imply that there are other "weapons" than "these ones".

Was he talking about the 6 Shin that stayed in the lab?
Or something else like the army that Kaguya and Sasuke talked about?

kaguya controls the mini juubi's, cause kaguya is juubi, either this mini guy is a product of gedou mazous arm that was sent to kamui dimension, or it is one of those things that split off of juubi when juubi was held down
