The issue is that Oda said that he made the 11 Supernova's truly on the spur of the moment. He actually didn't plan them and Bellamy mentioned the Emerald City just after the Alabasta arc, which is really long before Oda made characters like Kidd or Hawkins.

The comparisons of Kidd and Hawkins have some ground, but I seriously don't see any kind of resemblance between the cowardly lion and Apoo nor between Bonney and Dorothy.

So no, even though a lot of Oda's characters have often deeper meanings, in this case I don't really believe it.
