To me he's high tier speedster, but not as fast as A without Hiraishin, otherwise he could have just dodged A's attacks without having to use his Kunai.

Naruto or others characters, but not Raikage (A), however, his speed is probably enhance do to his Raiton Armor. The only one I see Minato not being comparable to is Shisui Uchiha.
