It's manga, Kishi can do whatever the hell he wants. And light is faster than instant. Instant isn't about a set speed. Instant to Flash isn't the same as instant to us, it's all about perception.

Obito almost oblitaterated Minato. Minato almost avoided the full attack. Congrats for Minato being almost better than Obito.

And Obito's reaction feat is even more praise worthy. While he attacked Minato and Minato was about to use instant FTG, he had time to place a bomb without Minato's "god-like" reflexes noticing.

This is not the same Obito that speedblitz the second hokage and 1st clone. Minato is up against something way beyond what they just seen. Obito have his conscious back and even have a Sage staff. Nobody should even be talking about Minato just cause he can't beat this God monster, it shouldve been known.

I'm no martial artist but I do know reaction speed isn't only about defending. Suppose you are attacking someone and they make a move to defend, your reaction speed could allow you to modify your previous attack and transform it into a new one so that the attack can connect. It's all about logic bro. Reaction means acting after an initial situation has changed, adapting. It can go both way, while attacking or defending

Let's now apply some logic. With that power RS Obito holds, do you think the kages that Madara toyed with stand a chance? How about the 1st 3 hokages that juubito obliterated? Naruto and Sasuke who were not able to react when juubito was coming to attack them? Who was left with his tech hanging? Right, Minato!
