No, Rasengan is not Wind Type. Rasengan is spacial composition jutsu. It was created so that someone could eventually tie in Elemental composition jutsu. Hence why naruto could combine spacial and elemental chakra to create a Wind Shuriken rasengan. AS most poeple have said
