Technically.. since Minato is somewhat a fresh character.. no.

But since he's so confident that if will create a opening then, yes. Strongest character in Naruto is Obito, he is a god right now. He's positive that shit will work. So that jutsu must be at a godlike level to stop a god.

I think it is like Haraishin Mawashi but over a wide area to create an opening ie distraction when fighting
