Its a seal on the Kunai, It acts as an exit for his S/T jutsu. He teleports and appears at the kunai because of the Seal.

it's the seal for his ftg kishi made emphasis on it because it was showing obito's life before whatever happened to him and thats what minato gave kakashi for his present a kunai in the next panel it shows rin giving him the medical kit

IKR? i heard on the naruto wiki that like only him and 3 other people know how to use that technic and like they have the scroll/blueprints. And those 3 people are bodygaurds to Tsunade.
