Yeah, the gift he was referring to is Kurama's missing chakra. Minato sealed the other half of Kurama's chakra in himself before giving the other half to Naruto.

RDS doesn't seal the victim inside the user. It seals them inside the Death God.

And the reason was that a baby's body couldn't handle the whole nine tails but now since he isn't a baby it will be able to handle and also they are friends so nine tails won't try to break out or take over
