Minato's flying raijin technique is a peculiar technique of the lightning style. It is a mimic jutsu of the flying thunder God. This theory is based on my personal researches and observations.
1. The name "RAIJIN" has an affix RAI which is known to be affixed to most lightning word. Perfect examples are the RAIkiri, the RAIkage and the RAIton itself.
2. lightning itself is known to be affiliated with speed, like the raikage's and also the speed of most lighning justus such as kirin, sasuke,s chidori blade, and some other lightning jutsus.

Minato simply used the uzumaki's gift of fuijutsu to manipulate tags that would help him use the RAIJIN to that level. Since this jutsu is not just an ordinary lighning jutsu, i think it will require one who has lightning as the first element to be able to do it. So I think Minato is a lightning style user......
