More bad than good, specifically Genjutsu, Stamina, Strength, and Hand Seals.
Genjutsu
We haven't seen or heard anything about Minato using Genjutsu, so being ".5" points higher than Jiraiya, someone who has used Genjutsu, is just wrong. A "2.5" would be more accurate.
Stamina
Whether or not you can become a perfect sage doesn't depend on your stamina. On top of that, he himself said that he can't maintain it for long ("maintain" = stamina). A "5" is overkill and blatantly incorrect; a "3.5" would be more accurate.
Strength
"5" is ridiculous. Oro is "3.5" and even Jiraiya is a "4.5". A "3.5" would be more accurate.
Hand Seals
Minato usually relied on his speed/FTG; no Hand Seals required. From what we've seen in the anime, a "4" would be more accurate.
