i think what your doing is making the bigger and then resizing them when you need them? dont do that because sometimes it can ruin the quality, and your getting good keep it up

Needs some work but not bad, not sure how much practice you have had with PS but read up on some tuts and keep practicing. Always remember your lighting so it looks real the lighting in this is badly done but if your still new its understandable, the whole background has light from everywhere yet minato doesnt match the background lighting work on this and it will look good =]

no you shouldnt, sometimes it makes the avatar lose its quality exponentially depending on how it looks/size/etc...
