i have been wondering this for a long time. If minato didn't have FTG would he still be fast? i think, without FTG, would just be a bit faster then the rest but not remarkably fast. tell me if i am wrong.

His base speed is incredible
Base speed=V1 Raikage speed I think or maybe > the raikage's speed.
Anyhow his base speed was better then the Raikages base speed

Even without FTG he is still one of the fastest Ninja to have ever lived.

In Terms of base Speed (if you take out FTG also Take out Km/Bm for naruto/Lightning armor for A) Minato would be faster than them both.

actually, i've been thinking about this for a while. however, the latest Shippuuden episode opened my eyes. When Minato saved Kushina, he was still young, and from what i can gather they were both Genin at the time. In the anime, Minato shows up in "a flash" and whoops all three kidnappers. that got me to thinking--he didn't have FTG when he was younger. however, he was still fast as hell... i'm thinking that you need to have one hell of a base speed before you can have FTG. and when Tsunade said "we'll save FTG for HIM..." if she meant Naruto, then she meant "we'll save it 'til he has the speed." now that Naruto has Kurama's cooperation, either he'll get FTG or he doesn't even need it
