Well I agree that Minato culd of been way stronger if he wuld have lived longer but he didn't sadly. This is only wat he ACTUALLY accomplished so yea you can include power he neve obtained

hiruzen's prime is hard to judge since we haven seen it
but if old hiruzen can fight with oro who is around the same level as jiraiya,
then im going to say that prime hiruzen is equal to minito of slightly stronger
as for the 2nd hokage, not enough info to judge
