Assuming KCM gives him the same movement speed it gives Naruto ( turning an average speed ninja into a V2 Raikage+ ), Minato is by far the fastest being in Narutoverse right now ( since Minato was already extremely fast in base form, whereas Naruto's speed was average ).
The ones that can beat him are ( Edo Tensei restricted from Oro and Kabuto since those are op )
Hashirama, Madara, Obito with Jins and -MAYBE- Nagato.

Naruto still beats him. And assuming we keep Edo Tensei froms, Edo Itachi may as well.

Naruto can't beat him since Minato has an unlimited supply of chakra whereas Naruto's BM lasts 8 minutes.
Not only that, but Minato should be faster than Naruto in footspeed now.
The pure AoE of Naruto attacks beat Minato. Minato's mode should still be shorter than Narutos. He only has the chakra he sealed, that doesn't replenish as its no longer attached to the Kyuubi. Naruto has BM and can use KCM after that runs out.
Minato is still far inferior to Naruto.
