We don't know about sakumo's abilities so I say Minato.

All we know is that Sakumo was regarded with the same respect as the Sannin. This implies he was fairly powerful. Had he continued to train and develop, by now it's reasonable to say he could have been a Kage-class shinobi like the Sannin are today.

But other than that, what do we know of him? We know none of his attacks. We know nothing of his attributes. We don't even know what element he had.

I find this a poor match-up based on the fact that we have little to no information on Sakumo
