Minato isn't crossing 35m before Troll can pull out the Clam. Kuchiyose only requires the user to bit his hand the rest is an act of S-T and thus faster than any Shunshin, even from the 4th. From there Minato does not have a means to find Mizukage or the Clam while under the Genjutsu. He could attempt to Summon out Bunta and have Bunta just shoot Water Bullets randomly hoping one hits the Clam, but chances are he gets hit by Mizukage's attacks before he gets lucky enough to strike the clam. Minato is fast, but he can't avoid what he can't see coming and he has no durability that is allowing him to tank Water Pistol to the head or worse yet Joki Boi. I suppose he could just teleport around constantly as a defense, but if he does so he'll not only tire out quickly, but he'll leave Bunta exposed to be taken out by Troll or Joki Boi, and than his only slim chance to win evaporates.

Another problem is even if he somehow managed to deal with the Clam, which is unlikely, Mizukage's Suika No Jutsu makes him pretty much able to tank any of Minato's attacks short of Shiki Fuujin, which would result in a Draw. Perhaps Hakke Seal could also be utilize, but Hakke Seal seems to demand someone stay within the ritual alter and to try and get Mizukage into range and remain standing in one place while under pressure from Joki Boi is even more unlikely than dealing w/ the Clam somehow.

Mizukage should win w/ high difficulty. Though if Minato had Kyuubi Chakra he'd stomp.
