Including those facts to what?! Also it isn't a fact for certain that Tobirama cannot attach to kunai...
I'd say Tobirama overall.

Now...firstly, Tobirama has more techniques. Secondly, he still has the POTENTIAL to tag his weapons...I mean it could explain Hiraishingiri.

Minato REVOLVES around FTG...without it he's suddenly far weaker. Tobirama still has great options.
Against people like Tsunade or the 3rd Raikage...what hurts them?! They tank his offensive arsenal. Against AoE people like Kakuzu and Kisame...what does he do as they destroy his kunai or arrangement of them with op jutsu.
Additionally...with a one dimensional move set, his patterns are easier to find.
Comparatively, Tobirama can choose Suiton, Edo Tensei, FTG, or Ken/Taijutsu. Furthermore he can switch imbetween them or even use them to prevent a single pattern.
Tobirama is more versatile. Even more so, he's known for his Suiton and he's hardly used it.
I'd say Tobirama overall.

MInato cuting Bee's Tail with his bare kunai wil prove that Minato is physically strong........
Kenjutsu is useless.......According to Bee's flashback(remembering Rasengan) Minato defeated Bee(Minato never defeated by anyone according to Ay) and Minato is close range fighter which means that Minato soloed Bee(The best swords man) with his close range combat and Rasengan......!

minato was the only ninja in history who had a flee on sight order put on him. kumo didnt flee from tobirama. actually they KILLED him. but onyl A was willing to face minato without a shred of fear.
minato fought full power kurama
tobirama got massacred by kin and gin who have maybe 1% of kurama chakra.
minato has an entire army of toad summons to supplement his powers.
minato has a wide range of sealing jutsus.
minato knows kage bunshin as well.
minatos rasengan outclases water dragons.

doing one slash doesnt make you a kenjutsu master
um no. tobiramaa has no options. his ET is weak and is used only for suicide bombings. which get taken awya by s/t barrier. his suiton is weak and useless. his swordplay is featless and thus useless. minatos kunais block the slash.

just as they tank tobirama's. rasengan > water dragon
you literally made that up. no he isnt known for his suton. actually konoha fodders were ASTOUNDED he could even use it that high a level. this was the first time anyone in the village was seeing him do this. and it was hwne he had no contrl over himself. tobirama does not use suiton in his day to day battling.
