Minato marking them doesn't matter because:

• Jiraiya knows everything about Minato. He wouldn't let Minato mark him.
• If Orochimaru gets marked, then he'd just vomit up another version of himself and shed his old body. Goodbye seal.
• Even if Tsunade gets marked good luck to Minato if he thinks he can get in close range of her and not come out as mashed potatos.
