Sasuke without EMS, fully charged MS. [Will go blind if overused]
Has info on Minato.
Intent is to kill.

Fought in a forest. Long/Medium range start.
Minato is prepared, Sasuke is not but Sasuke starts the battle.

One problem. Minato is trying to subdue Sasuke, a few have give instant-kill techniques.
He doesn't go into this battle to kill, even though he is prepared. He wants to capture Sasuke and take him back to the village..

ALIVE.

Unless of course he needs to kill Sasuke so he doesn't die, but at first he wouldn't go for the kill.

Not having MS makes him lose the battle. I mean this is Minato we're talking about. Also not having prep time puts him at another disadvantage

the Sound four to CS2. Yamato would stomp anyone from the Sound four or any of the tokubetsu jounin shown in the manga so how is he on the same level as fodder Anbu?

OT: I'll go with Minato high difficulty. A forest gives Minato cover from Sasuke's attacks such as susanoo arrows and amaterasu. It also allow Minato to go in stealth mode to tag Sasuke while he is unaware of Minato's precence. This will be tough though since Sasuke has shown us that even if he isn't looking, he can tell someone is there. Still in a forest, all Minato has to do is chill until Sasuke runs out of chakra.

Thank you. Fodder ANBU is just general noob ANBU. Not Sai or Yamato special-nin ANBU.
