You could have provided some abilities and info on what they can actually do.. I think half of people dont know anything abaut Kisame to begin other than himbeing Akatsuki etc... I would go with Kisame .. Minato will run out of chakra long before Kisame does.

Minato, he is just too fast for kisame.

As much as Minato is a threat, kisame healed off his stomach being blown away by Bee. I don't think a rasengan would phase him much. If Kisame can get a water dome up before minato tags him then FTG is useless. Kisame does start his battle by unleashing large quantities of water so its not out of the question.

The only thing in Kisames arsenal that would give Minato a hard time is the water dome, other than that Kisame is not laying a finger on him. Hell, I wouldn't even be surprised if Minato kills him with a Kunai before that happens, or at the very least tags him.

Minato. He has an arsenal of unknown sealing techs rasengan and ftg level one and two. If he can seperate samaheda from kisame then it would be an easy match but if not then id say mid to high diff
