Really depends on the setting and details. Face to face, 20 feet apart, mutual intent to kill, I give it to Itachi via Tsukuyomi. Weirder circumstances, probably Minato.

Note that Minato only had access to KCM in the last minutes of his lifetime, with a nail through his stomach, and never activated it whilst alive. It's the equivalent of giving Madara (right after inserting Hashirama's cells) the rinnegan, whereas he only activated it near the end of his lifetime.

Why would Itachi's stamina really low?
He fought his crazy little bro and draw him to his limits... after that he defeated that freak of nature - Orochimaru, and in his last moments he even performed a special sealing technique on Sasuke as a trap for Tobi... and all of this while he already was half dead!!! and almost blind!!!
What means stamina to you if its not this?

It does not change the fact that Minato made himself into a Jin, though. If not for his death, he would have had KCM.
