Minato wins without FTG. His foot speed is too fast for Hiashi. Byakugan doesn't anticipate moves like the Sharingan, it will give him 360 vision but Hiashi won't be able to react fast enough.

As a homage, Minato should know the Hyugas well. He would probably try to blitz him start of battle with a shunshin and thus putting a marking on him at the point that would end the battle. If he wants to be more cautious he would use clones and flying kunais for surprise teleportation attacks

He will never ever ever put a mark on a hyuga of that level. Nothing Minato would do would surprise a byakugan user of that level. He blitz he gets his organs blasted and hand damaged. Simple.

I did some research about Hiashi Hyūga and this is very hard to decide,
Databook gave Hiashi a mere 4 at speed, and a 3 in intelligence this
is not enough to solve the FTG jutsu, Its ridiculous that even Kidōmaru got a 4 in intelligence
