Deidara being able to fly isn't much though. Minato can easily teleport to him and mark the underside of his bird.

Minato is also a sensor; he can sense the C4.

He would have to mark the bird or Deidara before he can take off. If he can't, then he loses.

Also, sensing C4 doesn't mean shit. It'll still destroy him unless he uses his jinchūriki powers, i.e. the cloak.

No, he's shown the ability to teleport to the Kunai he throws. Nothing stops him from teleporting to these Kunai once thrown and pegging Deidara with a Rasengan, or even potentially completely teleporting the bird away.

And he teleports away from the C4 molecules, simple as that.
