We know that during his first meeting with A and Bee, Minato was about to become Hokage:

So it couldn't have been when he met Bee or after that. Further proof of it? Read this:

, then that means Minato created rasengan when Kakashi was still 9-10 years old. It further proves your point that at that time, he gets to spar with the kyuubi because he have not met A and B back then..

So we have the proof it happened long before Kakashi Gaiden, which happened even before the first meeting with Bee and A

So the only and likely possibility is that he used to observe Kyubi's tailed beast bomb to create his own attack(rasengan).

And so far we know, Kushina wasn't known to be a perfect Jinchuriki. Danzo said only Bee and Yagura were able to control their tailed beast besides Madara and Hashirama:

So only possibility for Minato to observe Tailed beast Bomb was when he was facing a rampaging Kyubi, right? Cause i doubt Kyubi would willingly accept to train with him XD

I think Minato dealed with a rampaging Kyuubi a few times, maybe Kushina couldn't control the beast and it would get out of control like with what happened with Gaara and the Ichibi.
Either that or it's possible that Minato might have had to take on a bijuu from another village during a war but that's less probable.

Not saying it's impossible, but it's not likely. Kurama was sealed into Kushina at a young age, and no other rampages have been mentioned, while it has been noted that A and Minato clashed a few times, so it is more likely that he saw Killer Bee make one than Kurama.
This is just my opinion and interpretation of the manga though.

This is just my opinion and interpretation of the manga though.

Problem is that we saw his first meeting with Bee and it was when he was about to become Hokage. In Kakashi Gaiden(which happened 13years before the start of the serie) he wasn't even hokage at all. We also know he died 12years before the start of the serie. So only possibility is that he became Hokage somewhere between the 13years before the start of the serie and 12years before the start of the serie(at the moment he died). So in less than a year, he met A and Bee, clashed multiple times with them, became Hokage and died at some point, which goes against the fact it took him 3years to create rasengan. So it can only have happened before it

I highly doubt that, Kushina had special chakra , great for restraining the Kyuubi, I doubt it ever went on a rampage when in her and mito. You forget that Minato fought in wars and it's very possible he met and battled one of the other previous 7 jinchurikis

Other jinchurikis you say? It's another possibilty, but like i've said, only Bee and Yagura were known as perfect Jinchurikis. So even if what you say is true, it could only have happened if it was in a situation where we saw a Tailed Beast rampaging.

Bee says he observed the Tailed Beast Bomb, so he actually used to see it while training to perform a similar jutsu(rasengan), he didn't read it in a book, he saw it

Hmm nice point. I totally forgot this. This further shows that it happened long before even Kakashi Gaiden. Maybe Minato was something like 15-16 when he created it XD
