minato is in the lowest stage of BM (the first stage naruto got after he fougth the kyubi and took its chakra).

Naruto is in the third stage right now.
1: when he fought kyubi and too its chakra.
2: when he and the kyubi started fighting together it upgraded
3: when the kyubi advande the chakra during their battle with the juubi.

Minato will give naruto the remaining of the kyubi's chakra which is the yin chakra
