If a prodigy like Minato acknowledge Sasuke by saying that among the new generation Sasuke is by far superior then it's a canon and it provides for one more time that Sasuke defeated Naruto throughtout the entire series fair and square, because he is simply smarter. We already talked about this. Naruto admitted he needed kurama to fight sasuke, while being strong himself the strong alone isnt enough cuz sasuke was stronger. It is the only meaning here and the common sense of 2 translation confirms it.

That makes no sense. If strength were the issue, he would have said, "I'm not strong enough yet. I need to train." However, he said, you can't beat him by being strong. I can't imagine the sentence being continued to say, "So I need to be stronger!" That doesn't fit the context.

Naruto was never a better ninja than Sasuke, and this chapter basically proved that the difference between their analytical prowess is still quite vast. I doubt Minato wanted to create a comparison, BUT, the author (very much) did so by making Minato praise another person and ignoring Naruto's skills or intelligence. This is a simple indirect comparison method used by many writers. Nothing to pitch a fit over @ Narutofans.
