If minato fought naruto right now (not edo) would he be able to [EDIT] seal the nine tails with just hand seals or would he have to touch naruto to do so.

I think he will have to touch Naruto to do so , Sealing jutsu cannot be compared to an regular jutsu so i doubt that !

there's no seal! Naruto has removed the seal long time ago, they are best buddies now!

There would be no point since Naruto has already released Kurama. The real question should be if he could re-seal Kurama.
