Is minato fast like running or just teleporting with s/t ninjutsu im a bit confused?

Base speed is well above average, for teleportation yes he is insanely fast, you cant get any faster than teleporting.

both, he has extremly high base speed(ie running) and he has his s/t jutsu, which is instant...it is a combination of these "speeds" that earned him the nickname the yellow flash.

honestly we dont know a whole lot about minato, but above is based off what we have been shown
