There is no Bijuu Mode for alive Minato. So it's just down to SM.

I get what you mean but if itachi and nagato were brought back to life and minato as well, he would have BM since he sealed the yin half of kurama into himself "before" he died

Yes he did, but if you remember, he couldn't move a muscle because it was 'Too Heavy' for him. This shows that his alive body is not suitable for Tailed-beast's chakra.
