Minato or Tobirama ?

we don't really know if tobirama's reflexes are better since it's highly doubtful. Tobirama got blitzed and placed a seal since he was already cut in half. Minato was attacking obito and his kunai broke and obito proceeded to attack so he jumped before he got blasted in half like tobirama. tobirama had plenty of chance to tag obito during the time when hashi restrained him. Minato had his closest hand cut off because juubi jin obito was too fast.

Agreed! As for the question of who is better, still cannot be determined. I don't think either one has shown all that they can do just yet. At the end, however, I think that neither will be better, only different.
