Minato used FTG. I don't know who is faster on their feet but sasuke can not teleport(atleast at that time) so those panels are of no use.

A Juubi Jins stoped Minato . Sasuke lost to 1 eyed Non Juubi Jin Madara but that is not the topic .

Minato is above EMS Sasuke in speed .

Minato hasn't only put a Kunai in the middle of the ocean he also marked the battlefield around the Juubi , which btw is pretty much and none noticed him .

I shouldn't have too. Six paths upgrade did nothing to sasukes foot speed. He got the rinnegan and a upgrade with susanoo.
