Minato or pein?

I'll take a stab at this and say Nagato/Pain.
The key to beating to Nagato/Pain is figuring out that the 7th body isn't there. Unless your Jiraiya and fate dictates that you not only knew and trained the Rinnegan user but previously fought all 6 paths originally, then your not going to easily just assume that their all puppets. It was even shown that Byakugan users and Kakashi's Sharingan did not see the direction of chakra where Nagato was emitting from.
We pretty much don't know all of Minato's tech so it's bit unfair to judge how well he'd do. Nagato was the secretive type to the point where his own people didn't know much about him. Minato was infamous for Flying Thunder God Technique and being his trademark made him recognizable to the ninja world. So it's really a case of how well Nagato can handle this technique since this is what I presume he will be expecting. Minato needs to place the seals by either getting up close or throwing his special kunai. This is where 6 set of eyes will come very handy and Shinra Tensei will be instrumental in getting rid of these kunai and disrupting Minato's tactics.
So basically Minato needs to be able to dodge Asura paths homing rockets, deal with Animal paths summons including the tough Cerberus type summon, Human path instant 1 hit k.o soul sucking ability and 6 people working together wielding deadly, chakra disrupting rods. With Deva path and Preta path providing defence to Ninjutsu and Taijutsu and Naraka path reviving any of them it, it's certainly a tough ask even for someone of Minato's level to beat Nagato/Pain in a 1 vs 1 fight. You also have to note that Nagato will not be wasting a vast amount of chakra using Chou Shinra Tensei or Chibaku Tensei since they're not required in this situation. Nagato himself using Rinne Tensei as an ultimate backup to revive the bodies and launch another assault if it comes to it since his chakra levels won't be deadly low.
