Minato had agility (Great reflexes) in conjunction with the flying thunder god which transported you instantly(That is where great agility would be mostly needed)

In terms of raw speed minato was never known or shown to show incredible speed feats that didn't involve space time.


Very few people even had that kind of speed to begin with.

Who said he ran there you don't run into the sky above someone? That's not foot speed.
