Lmao Minato of course. Lee hasn't been shit with pure base speed since the Chunin Exams, he gets his best feats from the Gates post-Chunin Exams, been the same way in Part 2 where he was sadly underused and irrelevant.

Minato on the other hand got most of his feats in Part 2, mainly speed, with or without FTG.
