Minato literally abandoned his son for securing the kyuubi for konoha. He can be a good hokage but not a good father.

At least Fukagu had the decency not to abandon his child. Besides, manga states he deeply cared about Sasuke and even his last words were about Sasuke's protection

Well their both stuck in higher up positions. if life would have stayed the same. None id say. MInato's to busy with hokage duties. Fugaku was a leader and barely had time to love on sasuke. Being a good parent is being their for their kids.
