Minato was in the belly of the reaper being tormented none stop for all the time he was there.. (I may be missing somethin) In death's belly!.. There's no time to train in SM or fight Kurama for his power while your being tortured in the reapers belly..

He never showed SM in the original series of Naruto not even an inperfect one.. (I hate rush jobs an incomplete story telling)

While Naruto Needed Kurama's chakra and the Fourth Raikage needed Lighting armor to be fast. Minato just needed a basic jutsu Shunshin to be the fastest of History.
