Ay's speed is irrelevant. Minato had his back. He couldn't do anything which is why B had to save him, and that's why B was able to save him despite not being anywhere near as fast as Ay himself. Slowing down his attack to add more power to it makes his strike nowhere near as fast. Minato goes from blitzing Obito before he can use Kamui (requires a thought) when he strikes immediately to Killer B being able to intercept from 10m away when he puts power into his strike. Not sure how many times I have to repeat this before the usual offenders stop repeating the same argument.
It being a "don't move or I'll kill you scenario" doesn't change anything I just said now does it? Did he attack? No, he didn't. So you don't have a point. Whether he pulled his sword on Minato seconds after he appeared doesn't matter when he didn't react, so you don't have a feat to cite.
Well of course it is, but it didn't happen now did it? And of course Minato can't Shunshin blitz B or Kisame. Feats for that don't exist, but your reasoning doesn't make sense. Jugo being able to react to Ay's Shunshins says nothing about Ay's reflexes.
