The fact that Minato managed to perform a jutsu faster than Rikages attack proves that he has better reaction time regardless of whether it is FTG or not.

Just having FTG doesn't mean that u can avoid RIkage's punch ,one should perform the jutsu to at right time .

Look at the bottom left picture where the raikage is, there is a kunai in mid air right behind him, That was the kunai Minato threw in that split second and then teleported instantaneous to another different kuani that was stuck to the tree. Notice that after the teleport minato does not have a kunai in his hand anymore, its behind raikage. MANGA PHAX
