Exactly, his power level is almost non-existent compare to the other Hokages but his skill with S/t makes it near impossible to defeat him.

You're forgetting he still has Rasengan of which proportion he can enhance to be more deleterious + shadow clone technique (which comes in pretty handy especially when used in the manner in which Itachi utilized it) + Gamabunta + hax sealing techniques.

I'd say he's below sannin but at a level he could threaten a base Jiraiya.

Shutup lmfao. The dude can literally touch you and kill you ( leaving the mark on you forever unless he removes it) Tsunade is easily the weakest Hokage. Tsunade relies on SINGULAR BRUTE strength, Tobirama used only water style, Hashi used only woodstyle, the raikage used only lightning style inhanced strength and speed, the list goes on.... Not that minato didn't nhave it, but lacking a diverse moveset dosnt make you weak. Hell Naruto uses only shadow clones and rasengans and bro eat on anyone!
