Like the title say, i believe Minato masters rasengan better than Naruto. Why?
1- Naruto struggles to create a rasengan on his own because he can't recreate the 3steps of rasengan on his own(he needs close for each task in order to execute it) when Minato can use it with one hand instantly
2- In KCM when he first tried to use rasengan, he couldn't but created a failed variation of TBB instead
He even thought later it was impossible for him to create rasengan in this form
This means that despite using 2external chakra arms or clones to create rasengan, his rasengan chakra concentration is still not great
On the other side, in KCM2 Minato instantly managed to create a rasengan without struggling at all(and a bigger one than what Naruto ever shown us at it
)
It means that Minato controls the rasengan ratio even better than Naruto and thus makes his rasengan even better
Obviously with more training(to create his 8:2 TBB ratio), he managed to control the rasengan formation better in this mode, but i just felt like it was important to point it out. He still can't control the 3steps on his own though
