This is subjective to opinions but they both made Jonin look like fodder before either of them hit puberty and both of them have successfully:

Screwed up Madara's plans before it even started.
Saved a loved one and moulded their future even in their absence.
Made a planned come back in their love one's life, even after death.

However what blaze stated may indicate that itachi has some superiority.

They both have great intelligence as Minato has shown he is an analytical ninja as he immediately spotted Chidori's weakness and discovered Obito's weakness in an instant and has been praised for inventing Rasengan which is an advanced shape transformation, but Itachi is just as intelligent and has always been praised as a genius, I say they are both equal in intelligence.

By the way, it just un realistic how minato saw a weak spot on chidori without even seeing the danm jutsu in action lol, that line should fit better if he sees the jutsu first then argue about it.

Which its not really acurate, because there it not much different btw chidori and rasengan.

all kakashi needed to really master the jutsu its has more reflex and agility, and able to battle at highspeed like now.. sharingan its not really needed to beging with, but at that stage of the jutsu it complement it for the lack of agility.
