Wait actually your wrong. Sasuke used Amertrasu on Raikage and he dodged it. Minato is faster and he has better reactions then the Raikage. This was even stated by the Raikage himself. The Amertrasu just carried on and hit the Samurai and did not follow the Raikage.

Susanno is slow it won't hit Minato, so it is basically wasting chakra. Honestly I don't think Minato could beat Edo Madara but in my opinion he could beat Itachi and Sasuke.
