I'm an Itachi, as well as, a Minato fan being totally unbiased......It's rather unfair to declare someone as being overrated/underrated while the extent of his/her abilities are unknown. it's fair however, to declare one's abilities to be OR/UR after making an assessment based upon that which is known. Having said that.......This is a VERY interesting theory!!!!!!!. It's plausible both logically and arithmetically, thus making it tenable. Even with all of the feats you mentioned, he still only ends up 9th in the top 10 list, KCM is edo minato so that is disregarded as well.

Yes but shunshin is referred to as teleportation, tobirama has no way of knowing that minato calls his jutsu hiraishin, & tobirama has no way to even know that minato is using s/t.

Tobirama also compared minato's shunshin to his own, tobirama isnt faster than the other hokage so it doesnt make sense unless he was referring to teleportation, aka tobirama's version of hiraishin.

These, coupled with the fact that minato teleported to his kunai in front of naruto, & the distance between konoha & the ocean is absolutely ridiculous for someone to reach with regular foot speed, makes it more likely than not for minato to have used FTG.
