What I meant is that she didnt have to study other jutsu to create her own. She created her jutsu completely from scratch. Minato had to study other jutsu to create his own.

But technically it's not from scratch because she utilizes paper. Hanzo could do the same using paper bombs. So no, if Konon created the paper then yes it would be entirely from scratch but it isn't.

And the rasengan was made from scratch as well, studying something to create another thing doesn't change whether you made it from scratch or not, unless you used already made materials/resources to make it.

What does Uchiha have anything to do with this topic? And they hate the fans not Minoto same goes for Sasuke.
They probably dislike you not Minoto,like i said he gets more than enough praising from fans and before you drag Sasuke in again both fanbases are as bad as each other.
