Minato is still faster. He is fastest on foot, we know this because he got on the field first. So in terms of foot speed, Minato>T-Rama.
And FTG is FTG, instant is instant. You don't get faster than that. But even though I don't understand the mechanics behind this jutsu, the fact still remains that T-Rama admitted inferiority. So in terms of FTG speed, Minato=T-Rama. But in terms of use and skill with it, Minato>T-Rama.

So that's 2-0. Minato is still the speed king.

BTW their reflexes are on par. Tobirama tried to return the attack to Obito and it didnt work. He's just lucky he didn't slice his body in half, while Minato on the other hand intercepted Sasuke and Naruto going full speed ahead and charging at Obito and FTG them to him so that they wouldn't miss their chance, at the moment they touched him.

Those are some pretty god tier reflexes to me.
